How to set
my computer to record only when there is a sound and be idle other time?

Wave Editor can do this, you can download
here and use on a
free-trial basis. For example if you wish to record a bird's song and you
need to wait for the bird to come and sing,
in FlexiMusic Wave Editor you can set this
up so that the software will hear and start recording when the
bird begins to sing and stops recording when the birds go away.
1. Run the
FlexiMusic Wave Editor.
2. Use the File > New command
to create a new file. For CD quality recording, use stereo, 16 bits and a
sampling rate of 44100Hz.
3. Click on the screen once
to select the position where you would insert the recorded wave sound.
4. Click the Record button
(the red circle) on the tool button. This will open the Record window.
5. Before Recording your
voice, Make sure that Microphone is selected. Choose Microphone
in the Recording Source drop down list. Click on "Volume"
button to open the "Recording Source Volume Control" window, and then adjust
the volume for Microphone to the highest possible performance.
6. In the Advanced Options,
select (check mark) the options "Pause if silent for __" & "Continue
to record if not silent [paused]"

7. The "Pause if silent
for" will automatically pause the recording if
there is a detected level of silence for the preset amount of time or
duration. Enter the time in the following format: hour:minute:second (hh:mm:ss) and you may use the format of
mm:ss for just minutes:seconds.
8. When the bird sings, it automatically start recording (and continue until
the birds sound hears) and when there are no birds singing the software will
stop to save hard disk space.
9. When you've finished
recording, press Stop (button).
10. Click "Done"
button to insert the recording into the file at the position you previously
selected.
11. Once you have completed
the recording, in case if additional silence is recorded, select the silence
portions and use the Delete command (Edit > Delete) in the edit
menu.
12. Listen to the recording
by pressing the Play button.
13. To
save your recording, click the File menu and choose Save command.
